Operations

  •  Hot key Y

• Operations are conducted by agents on the operations panel.
• To retire or enrol agents see the personnel panel.
• The operations panel becomes available once you have trained agents.

Operation Queue :

• Access the queue with the orders button. (hover over the agent panel)
• Each agent has their own operation queue.
• The agent engages in only the first operation in the queue.
• As soon as the first operation ends, the next in the queue will begin.

Operation Options :

Advise :

• Advisor channel alert when the operation succeeds.

Repeat :

• Add operation to bottom of queue when complete (otherwise operation is removed)

Duration :

Operation Duration
Option	Result
Success	Operation continues until it succeeds
Cycle Count	Operation ends after the set number of cycles
Maximum Exposure	Operation ends when the set exposure is reached
Continuous	Operation continues indefinitely

• If several of the first three are selected, the operation will end on the first option reached.

Aggressiveness :

Covert Operations :
• Aggressiveness applies to all covert operations except Infiltrate and Conceal.
• Risk modifies the amount of new exposure per cycle.
• Progress modifies the amount towards success each cycle.

Security Operations :
• The only the following security ops use aggressiveness.
• Interrogation:
  • Risk increases the chance the prisoner will be killed.
  • Progress increases the chance the prisoner will be broken.
• Counter Insurgency:
  • Risk increases the chance the agent gets caught and killed.
  • Progress increases the chance of reduced insurgency.
• Anti-Crime:
  • Risk increases the chance the agent gets caught and killed.
  • Progress increases the chance of reduced crime.

Operation Aggressiveness
Level	Risk	Progress
Very Cautious	80%	70%
Cautious	90%	85%
Moderate	100%	100%
Aggressive	120%	115%
Very Aggressive	140%	130%

Agent Relocation :

• Agent movement is via the civil transportation system, which is not represented in game.
• Once an agent is in transit they are out of your control until they arrive at their destination.
(operation orders may still be configured)
• Agents may move to stars that have been explored and are owned by an active lord.
The only NPC stars they may move to are independents.
• Covert agents relocating to domestic stars will have their queue cleared, the default operation, security is added.
• Security agents relocating to foreign stars will have their queue cleared, the default operation, conceal is added.
• Covert agents retain their queue when they move to another foreign star.
• When an agent is moved, you may select "Follow". This will change the operations panel to the new location and open the queue so you can revise orders.

Foreign Security :

• This operation seeks to expose and capture covert agents at a foreign star.
• The star owner is informed of the activities of this agent.
• This can be used to help your allies with security at their stars.
• This is also a way to provide security to independent stars and territories.
• Infiltration and exposure have no effect for this operation.
• See discovery for details on capture while on foreign security.

Covert Operations

• Agents engage in covert operations only at foreign stars.
• Security operations (at domestic stars) can be found here.
• Structure information on the foreign star panel is always current when an agent is at the star.
• When a operation succeeds the target realm is informed of the result but not who caused it.
• If there is no security at the star, less experience is gained.
• Continous operations, once successful provide less experience.
• There is a diminishing return on having many agents at one star on the same operation.
• There are operations conducted by NPC entities, so it can never be certain a foreign realm is the source of the operation.

  Conceal Operation :

  • Conceal is the default covert operation.
  • Conceal will reduce exposure to discovery.
  • A Conceal operation will automatically change to an Infiltrate operation when zero exposure is reached, unless another operation is queued.
  • If infiltration is 100% and exposure is zero, the agent becomes a Sleeper.
  • Agents may engage in another operation while exposure exists.
  • The amount of exposure reduction is based on agent experience.
  • When exposure is high, place the agent on conceal, but do not remove their current operation from the queue. The progress on the operation will degrade over time and may still have progress remaining once exposure is reduced and the operation is active again.

  Infiltrate Operation :

  • Infiltration effects how quickly an agent will carry out operations and how much exposure they generate while engaged in operations.
  • Infiltration is not applicable to agents on Foreign Security or Diplomatic Bodyguard.
  • An Infiltrate operation will automatically change to a Conceal operation when fully infiltrated, unless another operation is queued.
  • If infiltration is 100% and exposure is zero, the agent becomes a Sleeper.
  • Agents may engage in another operation prior to full infiltration.
  • On arriving at a star an agent infiltration level is zero.
  • Each cycle the agent infiltrates, their infiltration level increases.
  • The amount of infiltration increase is based on :
    • + Agent rank.
    • + Star has Spaceport.
    • + for levels of Habitat.
    • − for levels of SHQ.
    • − for levels of Admin.

  Exposure :

  • Exposure indicates risk of discovery by security agents.
  • Exposure increases while on an active operation, dependent on the following :
    - Increased by operation risk. (see table below)
    - Increased by lack of experience. (rank)
    - Reduced by the infiltration level.
  • Exposure will only decrease while the agent is on a Conceal operation.
  • Even low exposure agents may be discovered depending on the foreign security situation.
  • On first arriving at a foreign star, covert agents are exposed to a certain degree, based on their experience. (rank)
  • At independent stars, security is lacking, but exposure at levels above 50% will lead to discovery by local police and result in summary execution of the agent. The agent's realm will be notified and their relations with the star will degrade.
  • Exposure is not applicable to agents on Foreign Security or Diplomatic Bodyguard.

    Warnings to target realms :

    • At higher levels of exposure, the target realm may be notified of convert activities with the advisory : "Evidence of foreign agent involvement in espionage at starname"
    • They are not notified of whose agent is active or what their operation is.
    • This does not indicate a successful operation. Successful ops are reported to the target as such.

  Sleeper Status :

  • Sleeper agents are not active on any operation.
  • If infiltration is 100% and exposure is zero, the agent will automatically become a Sleeper if no operations are queued.
  • Sleepers cannot be detected by the star owner.
  • Sleepers may be activated at any time by queueing an operation.

  Operation Progress :

  Accelerates Progress :

  • Number of agents on the same operation (diminishing effect).
  • Total experience of the agent(s).
  • Agent trait pertinent to the operation.
  • Tech level pertinent to the operation.
  • Level of infiltration.
  • Aggression level for the operation.
  • Ministry of truth is held.

  Obstructs Progress :

  • Difficulty of the operation.
  • Number of agents on the counter operation.
  • Total experience (rank) of the security agent(s).
  • Security agent trait pertinent to the operation.
  • Security tech level pertinent to the operation.
  • Ministry of truth is held by the target realm.
  • Security trait of assigned officials :
    • Governor : Any esionage mission.
    • Dean : Student Unrest & View Students.
    • Director : View Tech Levels & View Research.
    • Any official targeted by Abduct, Assassinate or Terrorise.

  Warnings :

The following advisor alerts may be received :
  • Too much security : The operation will never be accomplished.
  • High Security : The operation will take too long.
  • Note that "security warnings do not necessarily mean high risk of agent discovery.

Covert Operation Orders :

• Some covert operations will reduce contentment if they succeed.
• As long as an inactive operation is in the queue, progress made will degrade over time.
• If a operation is removed from the queue, all progress on that operation is lost.

  Risk :

  • A relative value that determines the chance of discovery.
  • There is actually no risk if there are no security agents at the star.
  • The quantity and rank of any security agents will increase the risk of discovery.
  • Covert and security techs also factor into the risk of discovery & capture.

  Difficulty :

  • A relative value that determines the time taken to acheive success.
  • High dificulty operations may be impossible for low ranked agents to acheive.

	Chance of Operation Success
Operation Category	Infiltration Level
	0%	20%	40%	60%	80%	100%
Cyber Hack	Moderate	High	Very High	Very High	Very High	Very High

Security Operations

• Security operations are performed by agents at domestic stars.
• There is a diminishing return on having many agents at one star on the same operation.
• Martial law increases security at a star by 10% per level.
• When at war security increases by 50%.
• The SHQ increases security by 10% per level plus tech.

  Discovery of Covert Agents :

  • Foreign agents may only be discovered by an agent on Counter Intelligence or Foreign Security operations.
  • A discovered agent is captured or sometimes killed.
  • Captured agents become prisoners.

Chance of a discovery increases from these factors :

    • The foreign agent's exposure level.
    • The foreign agent's aggression level.
    • The security level (trait) of personnel related to the foreign agent's operation target. (if any)
    • The rank of agents on Counter Intelligence operations at the star.
    • The number of agents on Counter Intelligence operations at the star.
    • The number of foreign agents at the star.
    • The Security tech level.
    • The level of the SHQ structure.
    • The Policing tech level if an SHQ is present.
    • The realm holds the ministry of truth.
    • The realm is at war.
    • The star is under martial law.

Chance of discovery decreases from these factors :

    • The foreign agent's infiltration level.
    • The Covert ops tech level of the foreign realm.
    • The foreign realm holds the ministry of truth.

    Foreign Security :

  • If foreign security agents are present, the realm with the highest security level will make the capture.
  • Capture by realms with agents on foreign security operations will result in the prisoner being relocated to a star owned by the realm.
  • A capture by a foreign realm is automatically reported to the star owner.
  • Foreign Security operations is the only way to protect territories from covert operations.

    Independent Stars :

  • At independent stars, security is lacking, but high exposure levels will lead to discovery by local police and result in summary execution of the agent.
  • Agents on Foreign Security opertions can be effective at independent stars.
