Edit Realm Insignia :

• Change the insignia for the realm.
• May be changed at any time as often as wished.
• Alliances may wish to design similar insignia.

Swear to Council :

• Lords may swear fealty to the Council in the sector of their capital.
• Swearing to the council will negate any existing oath the vassal may have given.
• Vassals of the council receive no patronage.
• Vassal fleets will defend against any attack on the council fleet.
• A council vassal may retract their oath at any time
• Lords sworn to the council may not have vassals.
• Being a vassal of the council does not affect one's relationship with the seat controller.
(council vassals are not vassals of the controller)
• Swearing to the council is primarily used to avoid the rivalry penalty due to a controlled council seat.
• The council seat star must be found and explored prior to swearing to the council.

Global Access Setting :

• This option will set the Access Level for all stars where the realm controlls the Transponder.
• Warning : This may automatically trigger Access Infringement battles.

Default Star Access :

• This option will set the Access Level for newly claimed stars to this default.
• This will only apply to stars where you control the transponder.

Extend Game End Countdown :

• Once per countdown, each player may extend the countdown by 30 hours.
• See Game End Countdown.

Change Victory Path :

• At any time prior to the game end countdown a lord may change their victory path.
• If the current path is Supremacist, all current VP will be lost. The other path VP's are based on statistics not accumulations, so are unaffected by a change.
• The warlord path is permanent. Once selected no change is possible.
• See victory points and paths

Convert Subsidy to Credits :

• Any of the three subsidy types may be converted.
• The conversion rate is 1,000 subsidy into 100 credits.
• Only increments of 1,000 permitted.
• Minimum 1,000 subsidy.

Subsidy Ratios :

• The subsidy ratios divide a base subsidy into Build Subsidy, Ship Subsidy and Trade Subsidy.
• The build subsidy is used to reduce the cost of building structures.
• The ship subsidy is used to reduce the cost of building ships.
• The trade subsidy is used for purchases at a sector market.
• The default subsidy ratio is 34% / 34% / 32%.
• The subsidy ratio may be changed in Domain Configuration (right most button on domain panel).
• View the subsidy ratio adjustment panel to see how it works.
• Settings of more than 50% will result in a lower conversion rate.
The worst reduction is at 100%, resulting in a only 80% of the base subsidy.
• The trade subsidy also has a reduction of 70%.
So, setting the trade subsidy to 100% would gain you only 560 if the base was 1,000.

Surplus Factory Output :

• If you have more FO than your agreements require, the excess is converted.
• It is converted into Tradegoods and Military Materiel.
• Tradegoods (TG) are used for trade with realms and indies.
• Military Materiel is used for ship repair.
• The default ratio is 100% TG and 0% military materiel.
• The ratio may be changed in Domain Configuration (right most button on domain panel).
• View the Factory output ratio adjustment panel to see how it works.

Military Materiel :

• Military materiel is used to reduce the cost of ship repairs.
• It is an accumulated value and does not show in game as a hard asset.
• It accumulates when the Factory Output Ratio is not 100% TG.
See previous section for adjusting the Factory Output Ratio.
• It gets used when there are repairs made at domestic depots.
• One unit of military materiel negates 1 credit of repair cost.
• The amount used will show in the economic report as Materiel Used
• View accumulated materiel in the domain overview panel or
by hovering the credits panel (upper right).

Minimum Luxury Export Value :

• This sets the minimum value a fleet on route with the "Export Luxuries" option set will export.
• If the export value is less than the minimum, no luxuries will be exported automatically.
• An advisory will be sent if the export is prevented.

Counter Consumerism Policy :

• This sets the demand for luxuries across the realm.
• If you are not receiving luxuries from other realms you may want to reduce demand.
• Maximum policy is 10.
• Demand will be reduced by the policy each cycle.
• You may want to set the adjustment at 10 to get existing demand down, then once demand gone, set it lower to stabilise demand.
• The policy will have different effects on different stars, as habitat level is a factor.
• You get a contentment hit from either unfulfilled demand or counter comsumerism. The difference is the unfulfilled hit will grow, where counter consumerism reduces contentment by (habitat level X policy X 50%). ie; Lv 6 habitat @ policy of 5 = -15 contentment
• Contentment is affected by only one factor, unfulfilled demand or counter consumerism, whichever is higher.
